Hypochlorous acid is the main sanitising agent in all pools that use chlorine as a disinfectant.  It is unstable to sunlight and is easily dissipated.  The use of a stabiliser such as cyanuric acid (shown below in its enol form) slows the rate of chlorine dissipation without affecting disinfection.
