Fluorescence is when a particle absorbs light energy from an external source and is immediately re-emitted. The energy must be conserved and therefore the wavelength which is released is longer (red therefore lower energy) than the absorbed wavelength. Therefore particles appear only to glow for a short time in the presence of light.
